I stated that many Chinese coolies were now confined against their will in the foul barracoons of Macao. I feel confident that Your Excellency will fully appreciate the motives which induce me to make this communication, and will afford to the bearer of it, Mr. Registrar Charles Caldwell, the Protector of Chinese in this Government, an opportunity of satisfying himself as to the correctness of the accusation which has led to the arrest of Shum A-king and his associate.
